Origin of Academy: The Second division of the Northwest People’s Art Institute October 1948 – July 1949,
In September 1948, it was proposed in meeting of the Political Bureau held by the Central Committee of the Communist Party of China in Xibaipo of Hebei that:” the task of obtaining nationwide political power requires the Party to train a lot of cadres that are able to manage military service, politics, economics, party work, cultural education and so on quickly and designedly “.
In October 19, 1948, General He Long announced that in forum of Jinsui literature circle in memory of 12th anniversary of death of Luxun: Northwest Bureau decided to establish “Northwest People’s Art College” in order to adapt development requirement of new situation, and announced school council list leading by He Long, Ya Ma was appointed as President. In the middle term of December, about 100 students of the First Division of Northwest Art School entered the school successively in Xing County of Shanxi.
